ADCMS Pays Surprise Visit to Tehsil Areas, Orders Strict Action Over Poor Sanitation

Additional Deputy Commissioner Municipal Services (ADCMS) and Managing Director (MD) Suthra Punjab Agency Sargodha, Muhammad Atif Sandhu, on Monday conducted surprise inspections of various areas in Sargodha Tehsil to review sanitation operations, workers’ attendance, door-to-door waste collection, drain desilting, machinery deployment, and overall cleanliness.
During visits to Union Councils 78 and 79, Ladiwala, the ADCMS expressed serious dissatisfaction with:
- Poor sanitation
- Inadequate field monitoring
- Use of unauthorized machinery
He emphasized that:
- Negligence in sanitation operations
- Violation of the designated beat system
- Failure to comply with machinery specifications
would not be tolerated.
The officer personally checked the attendance of sanitation workers and found one out of 40 absent. He also noted failure to perform drain desilting, poor cleanliness around a school, and incomplete cleaning of streets.
He directed action against the concerned Assistant Manager and Field Monitoring Officers for ineffective field monitoring. Strict action would be taken against officers and officials failing to discharge their responsibilities, with a focus on practical performance in the field rather than paperwork and reports.
During interactions with sanitation workers, the ADCMS learned that some were receiving Rs. 36,600 instead of the prescribed salary of Rs. 40,000. He issued a notice to the concerned contractor and stressed that no deductions from worker salaries would be tolerated. He ordered authorities to obtain complete and authentic bank records showing salary transfers to workers’ accounts, emphasizing only bank-verified records would be accepted. He directed that the full prescribed salary be transferred directly into each worker’s own bank account.
At Jhal Chakiyan waste enclosure, Muhammad Atif Sandhu inspected the ongoing construction of a new boundary wall and its green painting work. He also visited an open plot in Hyderabad Town and ordered immediate cleanliness of the area. He further directed indiscriminate action against officers, officials, and contractors found responsible for negligence or violations.
