At UN, Pakistan Denounces Taliban’s Inaction Against TTP and BLA Terror Groups Involved in Cross-border Attacks

Pakistan highlighted the “deep nexus” between the Taliban and groups such as Tehrik-i-Taliban Pakistan (TTP) and Balochistan Liberation Army (BLA), stating that terrorism emanating from Afghanistan has resulted in the deaths of 4,700 Pakistanis over the past three years, while the Taliban failed to take action against these groups.
"The situation is exacerbated by external actors—spotters who support proxies inside Afghanistan to target Pakistan and other neighboring countries," said Ambassador Asim Iftikhar Ahmad, Pakistan's permanent representative to the UN, during a debate at the Security Council. He directly referenced India as one such actor.
Ahmad emphasized that Pakistan cannot remain idle in the face of this terrorist onslaught, stating: "We will respond in self-defense, as and when needed, and in accordance with international law."
Noting that international forces left behind a substantial cache of arms and ammunition for the previous Afghan government, Ahmad urged the United Nations Assistance Mission in Afghanistan (UNAMA) to investigate the illegal trade in small arms and light weapons, as well as illicit money laundering through hawala networks.
While Pakistan has supported Afghanistan's stabilization through engagement, humanitarian aid, and regional cooperation, hopes have turned into concern as Afghanistan has once again become a haven for terrorists, according to Ahmad.
Georgette Gagnon, Deputy Special Representative and Officer-in-Charge of UNAMA, opened the debate by stating that five years after the Taliban regained power, Afghanistan stands at a crossroads, facing accumulating risks primarily stemming from the de facto authorities' own policies. She emphasized that peace requires dignity, inclusion, opportunity, and hope, beyond just the absence of armed conflict.
Ambassador Asim Ahmad also expressed disappointment in the unfulfilled expectations of the international community five years ago, noting that the situation has deteriorated, leading to grave concerns regarding human rights violations, political exclusion, economic pressures, and increasing terrorist threats from Afghanistan. He lamented the Taliban's failure to take concrete actions against TTP and BLA.
