Carmignac Opens New Regional Office in Dubai

DUBAI, (UrduPoint / Pakistan Point News / WAM - 03rd Sep, 2026) Carmignac has established a new regional office in the Dubai International Financial Centre (DIFC), granted approval by the Dubai Financial Services Authority (DFSA) to conduct regulated activities from the Centre.

The firm has appointed Christophe Younes as Senior Executive Officer of Carmignac Middle East Ltd and Head of Middle East. This move signifies a significant step in Carmignac’s global expansion strategy and underscores its long-term commitment to the region.

DIFC offers a robust regulatory framework, globally recognized legal standards, and a conducive business environment, while Dubai’s growing financial influence is supported by the Dubai Economic Agenda (D33).

Based in Dubai, Younes will spearhead Carmignac’s distribution expansion across the UAE and the wider region, focusing on strengthening ties with institutional and wealth investors. He will be supported by a board of directors including Habib Achkar.

Younes rejoined Carmignac earlier this year from PIMCO, where he led capital raising efforts across public and private investment strategies in France and Monaco, primarily targeting private banks and family offices. He has a decade-long tenure at Carmignac, having initially worked as a fixed-income product specialist and later in sales covering banking and institutional clients in France and Monaco. Fluent in English, French, and Arabic, Younes holds a Master’s degree in Finance from Paris-Dauphine University and is a CFA charterholder.

Achkar, a veteran of over 30 years at Morgan Stanley, held senior positions including Head of the Trading Room in Paris, CEO of Morgan Stanley Saudi Arabia, CEO of Morgan Stanley MENA, and Vice Chairman. He founded Marcory Advisors Limited and joined Carmignac’s board of directors in 2024.

Carmignac’s investment expertise encompasses equities, fixed income, multi-asset, alternatives, and private assets, catering to clients in the UAE and across the GCC seeking diversified portfolios.

The UAE office’s establishment reflects Carmignac’s belief in the country’s long-term growth potential and its aim to forge lasting partnerships with local and regional investors.
