CTO Proposes Linking Government Services With Digital Challan Clearance

Chief Traffic Officer (CTO) Syed Abdul Raheem Shirazi proposed a comprehensive mechanism for recovering pending digital traffic challans by linking clearance of outstanding fines with selected government services.

According to a formal communication sent to DIG Traffic Punjab and the Punjab Information Technology Department (PITB), the proposed mechanism aimed to strengthen enforcement and improve recovery of outstanding digital challans.

The communication stated that the Digital One App already provided complete details of pending e-challans along with their PSIDs. It proposed incorporating a similar feature to display pending digital challans, payment details, and recovery status within the application.

The CTO suggested linking certain services at Police Khidmat Markaz with the clearance of outstanding digital challans, similar to the process for e-challan defaulters. The proposal also included:

  • Linking the issuance, renewal, modification, and issuance of duplicate Computerised National Identity Cards (CNICs) for digital challan defaulters.
  • Making the issuance and renewal of passports conditional upon the clearance of outstanding e-challans and digital challans.
  • Linking vehicle transfer, sale, and purchase transactions with the clearance of outstanding e-challans and digital challans.

The communication noted that some citizens receive digital challans but proceed to obtain new identity documents or complete other documentation without clearing their outstanding fines, negatively impacting the recovery of pending challans.

Shirazi stated that effective recovery of pending digital challans would strengthen the enforcement mechanism, discourage habitual traffic violators, and help expedite the disposal of cases pending before courts, ultimately increasing government revenue.

He further proposed incorporating complete details of all pending digital challans, along with relevant payment information, into the Digital One App to facilitate citizen access and timely fine clearance.
