The Federal Board of Revenue (FBR) has decided to take action against registered business premises that are not linked to its monitoring system and has issued a notification amending the Sales Tax Rules, 2006.
New Rules:
Under these new rules, relevant businesses will be required to install production monitoring, video surveillance, or Digital Eye systems and connect them to the FBR monitoring system. Registered businesses failing to establish this connection will face consequences.
The notification states that police assistance may be sought to seal business premises if necessary. The procedure for sealing a business is as follows:
- An Assistant Commissioner Inland Revenue or higher-ranking officer submits a written report to the Commissioner Inland Revenue.
- Upon investigation, the commissioner forwards the report to the Chief Commissioner, who issues a written order on whether or not to seal the business premises.
- The entire business premises or a specific portion can be sealed, but a copy of the order must be provided to the business owner beforehand.
The FBR clarifies that the premises will remain sealed until the monitoring system is connected to theirs. To have the business reopened, the owner must pay a fine and install the monitoring system, with an FBR technical team present during the installation. A certificate will be issued by the commissioner within three days of the system's connection.
The FBR also mentions that these rules regarding electronic monitoring might be extended to more business premises and manufacturers in the future.
