The Federal Constitutional Court has overturned the Islamabad High Court's ruling of December 31, 2024, and reinstated the President's order. The court determined that complaints lacking a sexual element do not fall within the jurisdiction of the Federal Ombudsman.

According to the court, while institutions can address inappropriate conduct under their service rules, the harassment law is specifically designed to protect against sexual harassment in the workplace. It emphasized that not every instance of inappropriate conduct constitutes sexual harassment and requires a sexual element for legal action under the harassment law.

The Federal Ombudsman had initially dismissed two bank officers but the President modified the punishment from dismissal to a reprimand. The High Court, however, had nullified the President's order and restored the Ombudsman's original decision.
