First Minister Demands 'New Deal' for Wales Before Plaid Cymru Conference
By Cemlyn Davies, BBC Wales Political Correspondent
First Minister Rhun ap Iorwerth has written to Prime Minister Andy Burnham, requesting "a new deal for Wales" ahead of his first speech at the Plaid Cymru conference since taking office.
In his letter, seen by BBC Wales, ap Iorwerth calls for more powers to be devolved to Cardiff. Burnham previously stated he would give "a fair hearing" to any proposals from the Welsh First Minister.
Ap Iorwerth will address party members in Llandudno on Friday, five months after Plaid's historic victory in May's Senedd election, ending 27 years of Labour government since devolution began in 1999.
Ap Iorwerth's Request
The Plaid leader argues that the election mandate includes extending devolution to empower the Senedd and Welsh Government, providing them with the tools to improve public services and drive economic growth. He suggests Wales should benefit from similar constitutional and fiscal powers already available in Scotland.
In a 2,000-word letter, ap Iorwerth outlines specific areas for transfer of powers, including policing and justice, rail infrastructure, and the Crown Estate. He also calls for fairer funding arrangements based on Wales' demographic and economic needs.
"Wales' constitutional settlement should continue to evolve..." he writes, adding that he seeks "practical answers to unlock... [things] needed to take Wales forward."
Ap Iorwerth suggests gradual devolution of the Crown Estate, acknowledging potential practical barriers, and hints at potentially redirecting additional funds to Welsh social care if England invests more in its system.
