Foreign Ministry Report Details Huge Spending on Diplomats’ Allowances and Utilities

The Ministry of Foreign Affairs' Audit Report 2024-25 reveals significant spending from the national exchequer on utilities and entertainment allowances for Pakistani ambassadors and diplomatic staff abroad.
Utility Charges and Unrecovered Costs
Utility charges amounting to Rs18.322 million could not be recovered from diplomatic officials and officers at six international stations: Havana, Chengdu, Beijing, Guangzhou, and Sofia. The incurred amounts date back to between 2013 and 2023.
Overpaid Allowances
At another six stations, there was additional expenditure of Rs11.226 million due to excess payments of entertainment allowances between 2017 and 2023. These embassies are located in Bern, The Hague, Chengdu, Canberra, Doha, and Jakarta.
Further Overpayments
An additional Rs22.570 million was spent between 2021 and 2024 on overpayments of foreign and entertainment allowances for staff posted in Dushanbe, Ashgabat, Dubai, Riyadh, Melbourne, Wellington, Canberra, Algiers, and Jakarta.
