ICT Admin Imposes Complete Ban on Sheesha Cafés Until Further Orders
ISLAMABAD, (APP - UrduPoint / Pakistan Point News - 9th Sep, 2026) The Islamabad district administration has imposed a complete ban on the operation of sheesha cafés across the Federal capital until further orders. This decision affects all establishments, including those previously operating with a No Objection Certificate (NOC).
Directive to Assistant Commissioners
The move was announced through directives issued by the Deputy Commissioner of Islamabad to all Assistant Commissioners, charging them with ensuring strict implementation of the ban throughout their respective areas. According to the district administration, the restriction covers both indoor and outdoor sheesha services. Café owners and operators have been directed to cease all forms of sheesha-related activities immediately.
Officials stated that the ban will remain in effect until new orders are issued by the relevant authorities. No exceptions will be made, even for cafés that had previously obtained official permission or NOCs.
Enforcement Measures
The district administration outlined enforcement measures for those found violating the orders. Any café continuing to offer sheesha services despite the ban will be sealed. Additionally, a criminal case will be registered against the owner of the establishment. Assistant Commissioners have been instructed to conduct daily inspections and take action against violators without discrimination. Field officers are directed to regularly monitor cafés and ensure compliance with the orders across the city.
The administration emphasized that all Assistant Commissioners are accountable for implementing the ban and submitting regular reports on their actions.
