KP to Establish Social Welfare and Special Education Complex in Khyber
Khyber Pakhtunkhwa (KP) Chief Minister’s Adviser for Zakat, Ushr, Social Welfare, Special Education, and Women Empowerment, Malik Liaquat Ali Khan, announced initiatives on September 3, 2026, to establish a Special Education and Social Welfare Complex in Khyber district. He also pledged to enhance welfare services for persons with disabilities (PwDs) and other vulnerable groups.
Open Court Session in Jamrud
During a visit to Khyber district, Khan addressed an open court at the Jirga Hall in Jamrud, where he discussed government plans and listened to complaints from PwDs, orphans, widows, and other eligible citizens.
Welfare Measures and Financial Assistance
- Financial Support for PwDs: 272 PwDs in Khyber have received Rs30,000 each, with eligible individuals set to receive Rs5,000 per month under the Umeed Card program.
- Assistance for Orphans and Widows: 247 orphan children and 414 widows are currently receiving monthly stipends of Rs5,000 each. Zakat scholarships have also been provided to deserving students.
Door-to-Door Registration and Database Development
Khan emphasized the importance of conducting door-to-door registration and verification for eligible individuals instead of limiting activities to offices. A comprehensive database is being created to identify the needs of PwDs and tailor welfare programs accordingly.
Proposed Social Welfare and Special Education Complex
The adviser announced plans for a social welfare and special education complex in Khyber, offering services including:
- Special education
- Vocational training
- Other social welfare initiatives
Similar facilities are planned for Bajaur and other districts where such institutions are lacking. The government aims to expand these services under the ADP 2027-28, addressing deficiencies in existing welfare institutions, such as buildings, staff, training programs, and essential amenities.
Self-Reliance as a Priority
Khan stressed that the government's ultimate goal is to empower deserving individuals to become self-reliant rather than depend solely on Zakat or financial assistance. Vocational training will be provided in various fields, including carpet weaving, stitching, embroidery, handicrafts, information technology, and more, enabling PwDs, women, men, orphans, and widows to earn dignified livelihoods.
Transportation Issues for PwDs
The adviser also addressed transportation challenges faced by PwDs in Khyber, promising measures to resolve these issues.
