NA Body Seeks Stronger EPA Enforcement
ISLAMABAD, (APP – UrduPoint / Pakistan Point News – 10th Sep, 2026) The National Assembly Standing Committee on Climate Change and Environmental Coordination expressed concern over inconsistencies in environmental data and called for stronger enforcement, regular vehicle emission testing, and enhanced monitoring to improve air and water quality.
Statutory Mandate and Performance of Pakistan Environmental Protection Agency (Pak-EPA)
The committee, which met to review the agency’s performance, also directed the Ministry of Climate Change and Environmental Coordination and Pak-EPA to enhance their social media presence and update the Pakistan Environmental Protection Act, 1997.
Data Inconsistencies and Reporting
The Chairperson expressed reservations about inconsistencies in data presented in the briefs submitted to the committee, emphasizing the need for greater accuracy and consistency in official reporting.
Air Quality Management
Pak-EPA briefed the committee on air quality initiatives, highlighting efforts to establish air monitoring systems. However, the Chairperson stressed that the agency should focus on prevention rather than solely on monitoring. The agency reported measures to control transport-related pollution and plans for an electric bus system in Islamabad.
Implementation of Air Quality Management Plan
The committee recommended details of short-term measures from the previously presented Air Quality Management Plan and expressed concern over its inadequate implementation. They also suggested a social media campaign for car-pooling among ministry employees and Pak-EPA staff.
Diesel Commercial Transport
The committee was informed that 50 vehicles had been inspected, with 11 fined for violations related to diesel engines. It observed the need for regular inspections instead of spot checks and recommended establishing a permanent mechanism for emission testing of motor vehicles in Islamabad.
National Environmental Quality Standards
Pak-EPA reported following the 2010 rules, comparable with regional standards. The committee requested a report on water testing, applicable standards, and environmental laboratory performance, proposing site visits to assess their functioning.
Enforcement
The agency informed the committee about fines imposed by Pak-EPA and environmental tribunals. A surveillance and monitoring system is in place for industrial activities, and dust monitoring is conducted through environmental impact assessments.
