Federal Interior Minister Mohsin Naqvi has addressed claims made by Khyber Pakhtunkhwa Chief Minister Muhammad Saheel Afridi.
In a post on social media platform X, he stated:
"This may be the draft that was circulated late at night. It appears its purpose was to derail all the drafts on which both sides had already agreed."
Naqvi clarified that after formal consultations, negotiating teams had finalized separate drafts with complete agreement between both parties on them. He highlighted that the agreement covered all matters except terrorism-related issues in Khyber Pakhtunkhwa, where the PTI leadership ultimately backed out of their commitments.
According to Naqvi, the Khyber Pakhtunkhwa government agreed during negotiations to sign a written agreement and submit an implementation plan within 72 hours. This plan involved reviewing the Police Act 2026 to address security concerns and ensure security affairs were free from political interference.
Assurances were also given to end the movement of terrorists and their safe havens in the province, as per Naqvi. The agreement included:
- Condemnation of banned terrorist groups, including Tehreek-e-Taliban Pakistan (TTP) and the Afghan Taliban.
- Support for the national policy on Afghan refugees.
- Closure of Afghan camps in Khyber Pakhtunkhwa.
- No unauthorized contacts with the interim Afghan government.
- Provision of funds for counterterrorism operations and police.
- Provincial ownership of counterterrorism measures.
- Cooperation with the Pakistan Army.
- Implementation of the National Action Plan in its true spirit.
However, Naqvi claimed that during the final stage of talks, the Khyber Pakhtunkhwa government withdrew from all agreed commitments and demands. He emphasized that while the province confronts a war against terrorism, no politics or expediency would be tolerated on national security matters.
