New Regulatory Procedures to Develop Collective Housing Services for Workers in KSA
ISLAMABAD, (APP - UrduPoint / Pakistan Point News - 3rd Sep, 2026) Ministry of Municipalities and Housing issued 1,360 licenses for collective housing serving approximately one million resident workers, through a new regulatory framework aimed at developing the collective housing sector and providing safe and sustainable living environments for foreign workers in the Kingdom of Saudi Arabia.
The ministry stated that the new licenses require collective housing service providers to adhere to unified municipal, technical, health, and safety standards, ensuring the provision of safe and efficiently managed living environments, while supporting sustainable urban development.

- License Requirement: Owners of commercial establishments with 20 or more workers must provide licensed collective housing or secure alternative housing through licensed and approved facilities.
- National Program: The Kingdom launched the "National Program for the Development of Collective Housing" in 2025 to oversee the implementation of the new framework, aiming to upgrade the labor housing system and improve worker quality of life.
