The Senate Standing Committee on Inter-Provincial Coordination (IPC) met at Parliament House on Monday, chaired by Senator Dilawar Khan, to address public grievances related to inter-provincial movement, security checks, wheat transportation, and regional disparities.
Key Points:
- The committee emphasized the need for equal treatment of citizens while maintaining necessary security measures at inter-provincial check posts.
- Senators Aimal Wali Khan, Rubina Qaim Khani, Syed Kazim Ali Shah, Rubina Khalid, and Zamir Hussain Ghumro attended, with Saifullah Abro and Hidayatullah Khan as special invitees.
- Concerns were raised over the absence of key provincial representatives, particularly the relevant minister or adviser to the Prime Minister, hindering the resolution of public issues.
- The committee discussed challenges faced by citizens traveling between provinces, including CNICs, domiciles, and verification procedures at security check posts.
- Police officials from Punjab, Sindh, Khyber Pakhtunkhwa, Balochistan, and Gilgit-Baltistan briefed the committee on security arrangements and inter-provincial movement.
Security Measures and Citizen Convenience:
- The Regional Police Officer (RPO) Rawalpindi informed the committee about 31 operational cross-border check posts in his province, with personnel deployed at critical locations. There had been three incidents since January, and continuous threat alerts required strict security checks.
- The committee acknowledged security challenges but stressed that measures should not cause unnecessary inconvenience or harassment to citizens.
Improving Conduct at Check Posts:
- Senator Hidayatullah and other members suggested improving police conduct and behavior at check posts, considering the pressures they face due to heavy workloads, fatigue, and resource shortages.
Regional Disparities in Law and Order:
- Senator Aimal Wali Khan highlighted regional disparities in the law-and-order situation, noting that security challenges vary across regions. He also raised concerns about searches in tribal areas involving women and emphasized respecting local cultural norms regarding purdah and burqa.
