UAE-Belarus Trade in Services and Investment Agreement Enters Into Force

UAE-Belarus Trade In Services And Investment Agreement (TISIA) officially came into effect on Wednesday, marking a significant development in bilateral economic ties between the United Arab Emirates (UAE) and the Republic of Belarus.

This agreement aims to:

  • Enhance market access: Facilitating entry for service providers.
  • Strengthen investor protections: Providing clearer rules and certainty for businesses operating in both markets.
  • Create new opportunities: Encouraging joint ventures and collaboration in sectors like financial services, consulting, education, healthcare, technology, and logistics.

Dr. Thani bin Ahmed Al Zeyoudi, Minister of Foreign Trade, expressed his satisfaction: “The entry into force of the UAE-Belarus TISIA is a crucial step toward fostering long-term economic growth. It opens new avenues for private-sector collaboration and allows businesses to explore opportunities in dynamic sectors.”

He further highlighted Belarus' strategic position within the Eurasian Economic Union (EAEU), presenting valuable opportunities for UAE companies looking to expand their regional presence.

Key Points:

  • The TISIA complements the existing Economic Partnership Agreement between the UAE and the EAEU, focusing on trade in services and investment at a bilateral level.
  • Bilateral non-oil trade between the UAE and Belarus reached $316.4 million in 2025, with growing exports from the UAE to Belarus in H1 2026.
