Ask People About New Provinces; If They Want, It’s Fine, Says Tariq Fazal

The Islamabad unit will be established first, although it is unclear when units will be created in the other provinces, the federal minister told a seminar.

Federal Minister for Parliamentary Affairs Dr Tariq Fazal Chaudhary stated that consulting the people of all four provinces about the creation of new provinces is essential, adding that it would be acceptable if they desired new provinces.
Addressing a seminar on proposing to make Islamabad a separate province, Tariq Fazal Chaudhary revealed that while the timing remains uncertain, the Islamabad unit will be the first to be established. He expressed confidence in their success in developing this model through a parliamentary act. According to him, this model holds the solution to all existing problems.
The federal minister clarified that Islamabad would not become a province but rather an administrative unit larger than a province. If other provinces wish to establish similar units, they can study the Islamabad model. He emphasized everyone’s desire for a governance model for Islamabad.
He noted that Islamabad’s current system originated from a presidential ordinance and remains on an ad hoc basis, which is unfortunate.
Tariq Fazal argued that holding discussions with people from all four provinces regarding new provinces is crucial, emphasizing that their acceptance is paramount. He explained that after considering global capital city models, he presented a proposal to the prime minister. Islamabad cannot become the fifth province; instead, it will be converted into an administrative unit.
He further divided Islamabad’s responsibilities between the Capital Development Authority (CDA) and the Itinerate Town Committee (ITC), highlighting the greater deprivation in rural areas compared to southern Punjab.
Fazal critiqued Pakistan’s lack of an empowered local government system, stating that Islamabad’s local governance model falls short of an independent and effective framework. He suggested establishing a legislative assembly for Islamabad to handle local issues, as citizens currently need to approach the National Assembly for even minor concerns.
The federal minister expressed difficulties in passing bills related to Islamabad. He proposed that an Islamabad assembly with 27 members could facilitate legislation. Furthermore, he identified the root of the problem in Islamabad’s revenue collection, which surpasses Azad Jammu and Kashmir.
