BISP Has Benefited Millions Of Poor Women: VC Dr Mari

HYDERABAD, (APP – UrduPoint / Pakistan Point News – 9th Sep, 2026) The Shaheed Mohtarma Benazir Bhutto Chair and Convention Centre, University of Sindh, Jamshoro organized a dialogue session on “BISP: Prospects, Challenges and the Way Forward” on Wednesday.
According to the University’s spokesperson, Dr. Nadir Ali Mugheri, the session was presided over by Vice Chancellor, University of Sindh Professor Dr. Fateh Muhammad Mari, while renowned economist, public policy expert, and former member of the Planning Commission of
Pakistan
, Dr. Kaiser Bengali was the keynote speaker.
Addressing the participants, Vice Chancellor Professor Dr. Fateh Muhammad Mari (T.I) described the Benazir Income Support Program (BISP) as an important government initiative. He stated that over 10 million women from poor families across the country were receiving financial assistance through the program, enabling them to meet their food and other essential needs.
He emphasized that BISP is a purely public welfare program and suggested that despite room for improvement, it should not be subjected to unnecessary political assumptions. He added that deserving people across the country were benefiting from BISP without any political discrimination.
Dr. Kaiser Bengali, speaking on the occasion, expressed his happiness to be at the University of Sindh once again.
He discussed the program’s origins, stating that the concept of an income support program was envisioned by Shaheed Mohtarma Benazir Bhutto with the objective of providing financial assistance to the poor, especially women, and that her party’s government implemented it in 2008.
Dr. Bengali noted his role in the program’s initial formulation and clarified that BISP aims to provide financial support rather than eliminate poverty. He mentioned that while some believe people might stop working after receiving assistance, this is not the case as the support only accounts for a small portion of their monthly expenses.
He further pointed out that the program’s transparency has been ensured through its association with the National Database and Registration Authority (NADRA), enabling millions of women to obtain national identity cards.
Dr. Bengali suggested reducing over-employment in the program, registering more deserving individuals for assistance, and ensuring a more efficient distribution process.
