BISP Payment System Opens Up Greater Flexibility For Beneficiaries: Rubina Khalid
ISLAMABAD, (APP - UrduPoint / Pakistan Point News - 22nd Sep, 2026) Chairperson Benazir Income Support Programme (BISP), Senator Rubina Khalid Tuesday stated that female beneficiaries of BISP will now enjoy greater flexibility in accessing their payments due to the new Digital Wallet and interoperable payment system. This system allows them to withdraw funds from any authorized retailer of any of the Programme’s six partner banks across Pakistan.
She made these remarks while addressing beneficiaries during a live E-Kachehri (public hearing) held at BISP Headquarters. During the event, she directly addressed complaints and queries from callers from various parts of the country and provided instructions for their immediate resolution.
The E-Kachehri was broadcast live on BISP's official Facebook account as part of the Programme’s ongoing efforts in public outreach and grievance redressal.
As many as 31 callers reached out to the Chairperson via telephone, sharing their concerns and issues. Senator Rubina Khalid directed the concerned officers to prioritize these complaints and submit immediate reports on the actions taken.
She emphasized that the Digital Wallet system, introduced on the directives of President Asif Ali Zardari and Prime Minister Muhammad Shehbaz Sharif, ensures secure and transparent transfer of payments to beneficiaries, describing it as a convenient facility provided by the Government of Pakistan.
Under the interoperability system, beneficiaries are no longer limited to a specific city or bank’s retailer. They can now receive their payments at any time, from any authorized and trusted retailer of HBL, Habib Microfinance, Bank Alfalah, Telenor Microfinance, Bank of Punjab, and Mobilink/Jazz Bank.
To facilitate this process, beneficiaries need their original CNIC and complete biometric verification. Senator Rubina Khalid advised beneficiaries whose CNICs have expired to renew them through NADRA to avoid any disruptions in receiving payments.
She also urged beneficiaries to obtain the free Benazir SIM from their nearest BISP office, bringing their original CNIC and personal mobile phone. She stressed that the SIM should only be obtained from authorized sources and activated at designated BISP sites by representatives of the relevant mobile phone company.
Furthermore, she recommended that beneficiaries request BISP staff to insert the SIM into their mobile phones when the SIM is issued.
Explaining the payment process, Senator Rubina Khalid mentioned that once funds are transferred to a beneficiary’s Digital Wallet, they can access them through the designated retailers.
