Dubai Tops Global Ranking in New FDI Projects in Cultural, Creative Industries for Fourth Consecutive Year

Dubai has once again claimed the top spot globally for foreign direct investment (FDI) projects in cultural and creative industries (CCIs), according to the 2025 Financial Times Ltd.’s fDi Markets data. This is the fourth consecutive year the emirate has achieved this feat.

Guided by the vision of His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President, Prime Minister, and Ruler of Dubai, the city has attracted 754 Greenfield FDI projects, solidifying its position as a global hub for the creative economy and a magnet for high-value investment.

Among 233 cities tracked in the report, Dubai retained its number one position, outperforming London, Singapore, Riyadh, and Bengaluru. This achievement highlights the strength of Dubai’s enabling infrastructure and its integrated cultural ecosystem, which continues to draw exceptional talent and expertise from around the world.

H.H. Sheikha Latifa bint Mohammed bin Rashid Al Maktoum, Chairperson of Dubai Culture and Arts Authority (Dubai Culture), stated, "Under the leadership’s vision, Dubai has cultivated an environment that nurtures creativity, empowers entrepreneurs, and connects innovative ideas with investment opportunities. These results demonstrate the continuous evolution of Dubai’s cultural and creative landscape and its significant contribution to the emirate’s economic and developmental aspirations."

She further noted, "What’s encouraging is the diversity and maturity of sectors driving this growth, indicating a shift towards digital content, creative technology, artificial intelligence, and emerging creative services, aligning with the ongoing evolution of culture and creativity alongside technological and economic advancements."
