The European Union (EU) and its related borrowing entities, including the European Atomic Energy Community and the European Coal and Steel Community, have retained their top Aaa long-term credit ratings with a stable outlook. This is according to Moody’s Ratings, who attribute this to the continued strong financial and political backing from member states.
The assessment reflects the EU’s unique financial structure and its legal authority to call on member states for funding. Germany, contributing approximately 22% to the central budget, plays a significant role. The EU actively participates in capital markets, issuing between €150 billion and €180 billion annually.
Moody’s highlights the EU's prudent management of its expanding loan and financial assistance portfolio, particularly its Ukraine-related exposure, which maintains provisioning rates of around 70% to mitigate risks.
The stable outlook is predicated on member states' expected continued support for the EU. Potential downward pressure on the rating could arise from a significant deterioration in the creditworthiness of major contributors or an unexpected weakening of the Union’s joint support mechanism.
