KP Service Delivery Improves To 84pc, Target Set At 92pc: CS

Chief Secretary Shahab Ali Shah on Wednesday stated that service delivery across the province had reached 84 percent under the Good Governance Roadmap, with an ambitious target of 92 percent before the next review.
He revealed plans to link field officers' performance with their postings and transfers, favoring those demonstrating superior service delivery in future assignments.
The CS emphasized the significance of:
- Citizen engagement: Maintaining close contact with the public.
- Complaint redressal: Timely addressing citizen grievances.
- Public feedback: Responsiveness to public input for enhancing trust in government institutions.
He directed field formations to concentrate on measurable improvements in service delivery.
Conference Highlights:
The 10th District Service Delivery Conference (DSDC-10) reviewed the performance of various departments and district administrations against predefined service delivery standards, encompassing:
- Educational institutions
- Colleges
- Health facilities
- Agriculture service centers
- Livestock facilities
- Municipal services
Key Findings:
Data presented at the meeting revealed consistent improvements across districts and departments during 10 monitoring rounds conducted from July 2025 to August 2026.

Tourism facilities: Achieved 99 percent performance, a remarkable 38 percentage points improvement from the initial round.

Agriculture farm service centers: Reached 98 percent, marking a 45-point increase.

Civil veterinary hospitals: Attained 95 percent, reflecting a 50-point surge.

Local government facilities: Rose to 80 percent, an improvement of 43 points.

Specific Facilities:
- Cattle markets: 96 percent, up 77 points.
- General bus stands: 95 percent, improving by 67 points.
- Tourist washrooms: 100 percent (a 42-point increase).
District Performance:
Six high-volume districts—Swabi, Upper Dir, Shangla, Buner, Charsadda, and Malakand—exceeded expectations, achieving 97 percent or higher, with improvements ranging from 55 to 66 percentage points.
Divisional headquarters of Bannu and Dera Ismail Khan maintained performance at 97 percent and 96 percent, respectively.
The merged districts also demonstrated improvement:
- Khyber reached 82 percent.
- Mohmand recorded a 51-point increase, attaining 81 percent.
Additionally, the conference reviewed the performance of 147 outsourced government schools, highlighting a significant 137 percent increase in enrollment and high daily student attendance rates.
