Legal Amendment Proposed To Settle Seniority Issue Of Thousands Of KP Teachers
PESHAWAR, (APP - UrduPoint / Pakistan Point News - 16th Sep, 2026) A sub-committee of the Khyber Pakhtunkhwa Assembly Standing Committee on Elementary and Secondary education on Wednesday directed the department to prepare a draft legal amendment to resolve the seniority dispute involving thousands of teachers recruited through the National Testing Service (NTS).
The decision was taken at a meeting of the sub-committee chaired by Committee Chairman Abdul Salam Afridi at the Provincial Assembly Secretariat, said an official release issued here.
The committee reviewed the seniority issue of teachers recruited in 2014, 2015 and 2018 and subsequently regularized in 2018.
The All Teachers Association informed the meeting that some junior teachers had been given preference in seniority and promoted, while the affected employees sought recognition of their seniority from their initial appointment dates.
The committee directed the Elementary and Secondary Education Department to examine the matter and prepare an amendment to the relevant law, provided there was no pending court case or other legal impediment.
The department proposed that if seniority was granted from 2014, the amendment should clearly provide that the affected teachers would not be entitled to retrospective financial benefits. It also proposed that already-made promotions should not be affected by the amendment.
The committee members and the teachers’ representatives agreed to the proposal.
Abdul Salam Afridi directed the department to prepare the draft in consultation with the Law Department, Advocate General’s Office and other relevant departments to avoid legal complications. He further directed that the draft be presented before the sub-committee at its next meeting for detailed consideration, after which the process for placing it before the Provincial Assembly would be initiated.
The meeting stressed coordinated efforts by all relevant institutions to address the longstanding grievance of the affected teachers within the legal framework.
