Ministry of Higher Education Approves Regulations Governing Violations and Administrative Measures
The Ministry of Higher Education and Scientific Research has approved a resolution regarding regulations governing violations, penalties, and administrative measures related to its mandates and services. This move further strengthens the legislative and regulatory framework for the higher education and scientific research sector in the UAE.
According to Dr. Ahmed Sultan Al Shoaibi, Undersecretary of the Ministry, the UAE‘s higher education and scientific research sector is undergoing significant transformation. He emphasized that the new resolution complements these efforts by providing a clear regulatory framework that enhances institutional compliance and promotes best practices among higher education institutions.
The resolution will come into effect on September 12, 2026, establishing a unified regulatory framework for defining violations, penalties, and administrative measures applicable to:
- Higher education institutions
- Technical and Vocational Education and Training (TVET) institutions
- Training centers and institutes
This standardized approach clarifies regulatory obligations and ensures consistency, compliance, and transparency across entities under the Ministry’s jurisdiction. The regulations also adopt a graduated approach to violations, considering their nature, severity, and recurrence. Institutions will be given opportunities to rectify their issues and strengthen compliance while appropriate actions will be taken against violations impacting educational quality, academic integrity, or the rights of students and service beneficiaries.
