NA Panel Seeks Regular Vehicle Emission Testing in Islamabad
ISLAMABAD, (APP – UrduPoint / Pakistan Point News – 10th Sep, 2026) A National Assembly committee on Thursday called for a regular mechanism to test vehicle emissions in Islamabad, saying routine inspections were needed instead of sporadic checks of polluting vehicles.

During a meeting, the Pakistan Environmental Protection Agency (Pak-EPA) briefed members on its enforcement and monitoring activities. The committee was informed that Pak-EPA had inspected 50 diesel-engine commercial vehicles and fined 11. Members observed that vehicles should be subjected to regular emission testing rather than being checked only through spot inspections.
The discussion focused on transport-related air pollution in Islamabad. Pak-EPA stated it was working to establish air-monitoring systems and control pollution from transport. It also mentioned collaborating with the Capital Development Authority (CDA) on an electric bus system for the Islamabad Capital Territory.
The chairperson emphasized that the agency should focus on preventing pollution rather than solely on monitoring it. While reviewing the Air Quality Management Plan, the chairperson raised concerns about its implementation and sought details of short-term measures.
The committee additionally recommended encouraging car-pooling among employees of the ministry and Pak-EPA through a social media campaign.
Recommendations and Concerns
- The committee sought a report on water testing, applicable standards, and the performance of environmental laboratories, suggesting potential visits to the laboratories.
- Pak-EPA reported fines imposed by both the agency and the Environmental Tribunal. It described its surveillance and monitoring system for industrial units and dust monitoring under specific requirements.
- Funding and staffing were cited as major constraints, with the agency emphasizing its push towards digitization.
- The committee requested details about employees serving on deputation from the ministry and Pak-EPA, along with reasons for their deputation.
- It was informed that the Annual National Environment Report, last published in 2016, is under preparation in collaboration with the Sustainable Development Policy Institute (SDPI), with consultations ongoing for about a year. The report is expected to be published by December 15, 2026.
- The committee recommended reviewing and updating the Pakistan Environmental Protection Act, 1997, including its schedule concerning international treaties.
