Petrol Pump Owners Refuse To Implement PM Relief Scheme

The government announced a subsidy without consulting petrol pump owners or explaining how they would be reimbursed, according to the Pakistan Petrol Pump Owners Association.
KARACHI (UrduPoint / Pakistan Point News - 16th Sep, 2026) The All Pakistan Petrol Pump Owners Association has firmly rejected implementing the Prime Minister’s Relief Scheme introduced by the government.
As per media reports, Humayun Khan, Chairman of All Pakistan Petrol Pump Owners Association, stated that customers and petrol pump owners would compete over the government's Rs100 subsidy. He argued that the government forms policies without involving petrol pump owners, adding they were unaware of the Rs100 subsidy. Khan noted that fluctuating prices led to losses for petrol pump owners and questioned why the government didn't abolish the levy to aid the public.
Nauman Butt, General Secretary of the Association, stated that no consultation or negotiations occurred with petroleum dealers before the launch of this significant relief scheme. He emphasized that neither the Ministry of Petroleum, Prime Minister’s Office nor OGRA involved dealers in the process. The government announced the subsidy without clarifying how it would be reimbursed to petrol pump owners.
Butt expressed serious concerns about the payment mechanism for the scheme, making its implementation impossible in its current form. He strongly criticized the government for attempting to force the scheme upon dealers while keeping them completely uninformed, finding this unacceptable. The primary issue, according to Butt, was a lack of clarity regarding subsidy disbursement. Without understanding how and when their accounts would be credited, dealers couldn't afford the financial burden.
Petrol pump owners argue that implementing the scheme without a clear framework could be financially devastating. They proposed considering the relief scheme if the government provided a legal guarantee for timely and full subsidy payments. However, without such a guarantee, they claimed implementation wouldn't be feasible. They emphasized the government's responsibility to safeguard dealers' outstanding payments and receivables and called for a postponement of the scheme until a transparent payment system was established.
