Punjab Decides to Change Administrative Structure of Public Sector Universities

A proposal has been made to alter the appointment process for registrars, treasurers, and controllers of examinations in public sector universities.
LAHORE (UrduPoint / Pakistan Point News – 8th Sep, 2026) : The Punjab government has decided to introduce changes to the administrative structure of public sector universities, including a proposal to modify the appointment procedure for registrars, treasurers, and controllers of examinations.
Under the proposed Public Sector Universities (Second Amendment) Act 2026, the government will appoint these key administrators, unlike before when these appointments were the responsibility of the respective university syndicates.
The Punjab Assembly’s Standing Committee on Higher Education has received this Act. Introduced in the previous session, the text states that the government will make appointments based on search committee recommendations.
Temporary appointments may be made upon vacancy; however, an officer serving temporarily cannot hold the position for over six months.
Roles and Responsibilities:
- Registrar: Supervises academic records, common seal, and maintains graduates’ register.
- Treasurer: Acts as the university’s chief financial officer, preparing annual/revised budgets for approval by the Finance and Planning Committee and Syndicate.
- Controller of Examinations: Handles student records, evaluation, and conduct of examinations.

- Fatima Jinnah Women University, Rawalpindi

- University of Sargodha
- University of Gujrat
- Women’s University, Multan
- Ghazi University, Dera Ghazi Khan
- Information Technology University, Punjab
- Government College Women University, Faisalabad
- Government Sadiq College Women University, Bahawalpur
- Muhammad Nawaz Sharif University of Engineering and Technology, Multan
