Supreme Court Dismisses Appeals Over FBR Officers’ Headquarters Allowance
The Supreme Court heard appeals regarding the payment of a headquarters allowance to officers of the Federal Board of Revenue (FBR).

Justice Mian Gul Hassan Aurangzeb remarked that the summary presented didn’t include a provision for the allowance and suggested the FBR could resubmit it if they wanted to exclude time-scale employees.
ISLAMABAD (UrduPoint / Pakistan Point News – 8th Sep, 2026) The Supreme Court reviewed appeals concerning payments of a headquarters allowance to FBR officers. The FBR’s counsel argued that government employees received an executive allowance, while FBR employees were granted a headquarters allowance instead. He claimed the allowance shouldn’t be paid to time-scale employees.
Chief Justice inquired whether the allowance had been approved by the Prime Minister.
Justice Mian Gul Hassan Aurangzeb directed that the summary regarding the allowance be produced immediately to clarify the facts. During the hearing, the summary for the FBR headquarters allowance was presented on the court’s orders.
The FBR counsel stated that the allowance was intended for Grade 17 officers, while the current petitioners were not Grade 17 employees.
Chief Justice of Pakistan observed that the summary lacked such a provision and advised that if the FBR wished to exclude time-scale employees, they should submit a fresh summary.
The FBR counsel maintained that the case fell outside the jurisdiction of the Service Tribunal and requested that the Finance Division be issued a notice.
The Supreme Court upheld the Service Tribunal’s decision and dismissed the FBR’s appeals.
Over 40 FBR employees had filed petitions seeking the allowance based on their time-scale. The Service Tribunal had ruled in their favor, and the Supreme Court affirmed that decision.
