50 Green Plates Issued to Registered Retailers in First Batch: Bilal
ISLAMABAD, (APP – UrduPoint / Pakistan Point News – 15th Sep, 2026) Minister of State for Finance, Revenue and Railways, Bilal Azhar Kayani, on Tuesday stated that the government had commenced the distribution of green plates to registered retailers under its tax scheme, with an initial batch of 50 plates given to small shopkeepers from diverse cities nationwide.
Addressing the media, Kayani explained that the green plate would serve as a certification confirming a shopkeeper’s participation in the scheme, thereby enabling them to access its benefits. Furthermore, it would shield registered shops from FBR (Federal Board of Revenue) officials’ entry for tax-related matters.
Describing the distribution of the initial batch as a significant milestone, Kayani congratulated the participating retailers and acknowledged their role in assisting the government in crafting an initiative that tackles the practical challenges and legitimate concerns of the business community.
He underscored that the primary objective of the scheme is to broaden the tax base by encouraging more individuals to join the tax system while providing a feasible mechanism for small shopkeepers.
Under this scheme, registered retailers will be exempt from FBR officials’ tax-related visits to their shops and audits. They will also be relieved from the responsibility of installing point-of-sale machines or acting as withholding agents.
Kayani noted that the first 50 plates were presented to shopkeepers from various cities, including Karachi, Lahore, Peshawar, Mardan, Dadu, Pakpattan, Bhalwal, and Sukkur. He emphasized that the geographical diversity of the recipients demonstrates the government’s commitment to include small businesses from across Pakistan, not just major urban centers.
As of now, around 5,000 shopkeepers have registered through the scheme’s application, with the registration process still ongoing. The government plans to further develop the application and make it accessible online to foster broader participation.
Awareness campaigns are being conducted to encourage retailers to join the initiative, and the next phase will focus on market-level registration, with FBR officers offering support to shopkeepers at their preferred locations. Kayani expressed his intention to participate in registration activities in Aabpara later in the day, emphasizing efforts to provide registration services at the shopkeepers’ doorsteps.
He also announced a meeting with FBR Regional Tax Office officers to review progress and devise strategies to expand registration across the country. Kayani expressed confidence that the scheme would gain momentum, attract more participants, and broaden the tax base.
