KP Assembly Panel Directs Legal Amendment to Resolve Seniority Issue of Teachers
PESHAWAR, (APP - UrduPoint / Pakistan Point News - 16th Sep, 2026) A subcommittee of the Khyber Pakhtunkhwa assembly’s standing committee on elementary and secondary education on Wednesday directed the relevant authorities to initiate a legal amendment to resolve the long-standing seniority issue of thousands of teachers recruited through the National Testing Service (NTS).
The meeting was held at the Provincial Assembly Secretariat under the chairmanship of committee chairman Abdul Salam Afridi. Members of the committee and Provincial Assembly, including Adnan Khan, Sobia Shahid, and Shazia Jadoon, attended, along with the Deputy Secretary and Director of the Elementary and Secondary Education Department, relevant officials, the president of the All Teachers Association, representatives of the Law Department and Advocate General’s Office, and officials of the Provincial Assembly Secretariat.
The committee reviewed in detail the implementation of directives issued by its members to the Elementary and Secondary Education Department during its previous meeting. The main issue discussed was the seniority of thousands of teachers belonging to different cadres who were recruited through NTS in 2014, 2015, and 2018 and subsequently regularised in 2018.
The president of the All Teachers Association presented the teachers’ position before the committee, stating that some junior teachers had been given preference in seniority and promoted ahead of the affected teachers. He argued that the seniority of these teachers should therefore also be recognised from the year of their initial appointment.
Committee Chairman Abdul Salam Afridi directed officials of the Elementary and Secondary Education Department to make the necessary amendments to the relevant law if there was no case pending in court and no legal impediment from any candidate or party. He said the amendment should provide a permanent solution to the seniority issue faced by teachers belonging to the affected cadres.
The Director of the Elementary and Secondary Education Department suggested that if the law was amended to recognise the seniority of the employees from 2014, the amended legislation should clearly state that they would not be entitled to claim any retrospective financial benefits or back payments based on the revised seniority. It should also clarify that promotions already granted would not be affected.
The committee members and the president of the All Teachers Association agreed with the proposal to recognise the teachers’ seniority from 2014 without granting them any retrospective financial benefits.
Chairman Abdul Salam Afridi directed the Education Department to prepare a draft amendment in consultation with the Law Department, the Advocate General’s Office, and other relevant departments to prevent any legal complications in the future.
