SPAL Launches E-Challan System to Curb Littering and Waste Burning
SPAL takes initiative for a cleaner Lahore
SPAL (Suthra Punjab Lahore) has introduced an e-challan system to combat littering in the city, as part of its cleanliness drive. A awareness event was organized at Liberty Chowk, attended by Deputy Commissioner Lahore, Capt (retd) Ali Ejaz, and SPAL Chief Executive Officer, Sheryar Arif Khan.
New Measures for a Waste-Free Lahore
Starting September 1, 2026, people found littering will receive warnings and educational guidance about cleanliness laws instead of immediate penalties. However, strict legal action, including heavy fines, will be taken against repeat offenders.
Anti-Littering Squad in Action
The SPAL anti-littering squad is tasked with enforcing regulations under the Punjab Local Government Act 2025 and the Suthra Punjab Authority Act 2026. Fines range from ₹1,000 to ₹10,000 for littering in public spaces, ₹1,000 to ₹50,000 for neglecting cleanliness outside residential, commercial, or industrial areas, and ₹1,000 to ₹2,000 for using prohibited plastic bags at shops and malls.
Burning waste carries a fine of ₹100,000 to ₹500,000 and up to two years’ imprisonment. Burning tires by a factory or individual may result in a fine up to ₹500,000 and up to seven years’ imprisonment.
Emphasizing Transparency
To ensure transparency, all fines must be paid through banking or digital channels, with no cash payments accepted by officials.
CEO Sheryar Arif Khan emphasized that the goal is to make Lahore a waste-free city, and awareness campaigns are being conducted to educate citizens about proper waste disposal and relevant laws.
