KP Govt’s Counterterrorism Policy Under Scrutiny Amid Deteriorating Security Situation: Analysts

PESHAWAR, (APP - UrduPoint / Pakistan Point News - September 30, 2026) The deteriorating security situation in Khyber Pakhtunkhwa has brought renewed scrutiny of the provincial government’s counterterrorism policy, with security analysts and political observers questioning the PTI-led administration’s approach.

They argue that while the province has long grappled with militant violence and cross-border terror attacks, there’s a need for a clear, consistent, and coordinated strategy to address evolving security challenges.

Beyond Political Rhetoric

The central concern is not just what the government says about terrorism, but how its stated policy translates into actionable steps. This includes:

  • Strengthening law enforcement institutions
  • Enhancing the counterterrorism department
  • Improving coordination with federal security and intelligence agencies

The Importance of Coherence

Security experts emphasize the need for:

  • Institutional coherence
  • Continuity
  • Close coordination

between political leadership, police, intelligence agencies, and other relevant state institutions. Shifting political positions or mixed signals can erode public confidence, especially in the wake of recent deadly terrorist attacks in Kohat and DI Khan.

A Balancing Act

Former Inspector General of Police, Syed Akhtar Ali Shah, noted that a successful anti-terrorism policy requires more than aggressive statements. He highlighted the need for:

  • Policing
  • Intelligence coordination
  • Prosecution
  • Protection of vulnerable communities
  • Sustained political support for security institutions.

Impact of Terrorism

Akhtar Ali Shah explained that terrorism's effects extend beyond immediate victims. Repeated attacks disrupt education, business, investment, tourism, and everyday economic activities in KP. Prolonged insecurity also fosters public anxiety and can undermine confidence in the government's ability to provide security.

He stressed the need for the provincial government to define its position on terrorism clearly and explain its policy implementation.
