RAWALPINDI, (APP – UrduPoint / Pakistan Point News – 21st Aug, 2026) The Director of Soil Conservation Attock has submitted a comprehensive inquiry report to higher authorities regarding the breach of an unauthorized mini-dam in Malhwala, Union Council Kamrial, Tehsil Pindi Gheb, confirming that the structure was built privately without technical approval or government supervision.

According to the report, torrential rains triggered the failure of the mini-dam, which was situated downstream of the Sawal Small Dam. The sudden discharge of trapped water flowed into low-lying areas, damaging residential houses, agricultural land, standing crops, a government school building, and electricity infrastructure.

Field assessments conducted by soil conservation officers and locals revealed that the mini-dam had previously washed away twice and was reportedly rebuilt privately by its owners last year on the same site.

The Soil Conservation Department explicitly clarified that it had no involvement in the planning, funding, technical design, inspection, or construction of the structure. Possessing no administrative or engineering records for the site, the department confirmed that the dam’s structural failure during heavy downpours led directly to downstream flooding.

The report recommended forwarding the matter to relevant authorities for a detailed investigation into the structural causes of the failure, alongside a formal assessment of losses by the revenue department.
