217 Probationary Officers of 54th CTP Visit BISP Headquarters
ISLAMABAD, (APP – UrduPoint / Pakistan Point News – August 19, 2026) A delegation of 217 Probationary Officers from the 54th Common Training Programme (CTP) of the Civil Services academy, Lahore, visited the Benazir Income Support Programme (BISP) Headquarters. They sought to gain insights into BISP’s vision, mandate, structure, and flagship social protection initiatives.
Chairperson BISP Senator Rubina Khalid and Additional Secretary Dr. Asmat Nawaz welcomed the probationary officers.
In her address, Senator Khalid outlined BISP’s evolution as Pakistan‘s leading social protection program and its impact on poverty reduction, women’s empowerment, and financial inclusion. She noted that BISP was established based on the vision of Shaheed Mohtarma Benazir Bhutto and solidified under President Asif Ali Zardari.
A key feature of BISP, she emphasized, is recognizing the woman of the household as the primary beneficiary, directly empowering women through social protection support. Senator Khalid highlighted the importance of CNIC requirement for BISP registration in expanding national database coverage and strengthening women’s citizenship recognition.
She explained BISP’s holistic approach, emphasizing that it extends beyond cash assistance. Instead, it offers comprehensive support to vulnerable families throughout their lives, encompassing education, nutrition, financial inclusion, and livelihood opportunities.
Addressing misconceptions, Senator Khalid clarified: “BISP does not create dependency; rather, it safeguards vulnerable families from falling into poverty, enabling them to live with dignity and self-respect.”
She highlighted President Zardari’s vision for transparent, dignified, and convenient benefit distributions. She detailed the introduction of Digital Wallets as a groundbreaking move towards financial inclusion, aiming to reach around 10 million women beneficiaries within a secure digital payment ecosystem. Furthermore, she informed the officers about BISP’s upcoming interoperability initiative, allowing beneficiaries to withdraw payments from any location through partner bank agents, enhancing accessibility and convenience.
Senator Khalid also discussed BISP’s exit and recertification policy, explaining that families experiencing improved socio-economic conditions will gradually graduate from the program.
